President and Chief Executive Officer - Sal Cisneros

Prior to Channel Islands, Sal served the YMCA of San Francisco for six years as a Vice President of Operations and Executive Director for the Embarcadero branch. His thirty-two year YMCA career began in the YMCA of San Diego County as a community programs director, concluding after sixteen years as the Executive Director of the Santa Margarita YMCA. In addition to being involved with a wide array of Task Forces, Initiatives and Sub-committees on the national, state and regional level, professional and community activities have included:

  • YUSA Diversity & Inclusion Advisory Council - Member
  • YUSA Hispanic/Latino Leadership Network (HLLN) - Steering Committee Chairman
  • YUSA Membership Support & Program Services Advisory Committee - Member

  • California State Youth & Government Program – Executive Committee

Prior to joining the YMCA, Sal held management positions with the ARC – San Diego, San Diego County Mental Health Department and the San Diego State University Rehabilitation Center. He has a bachelor’s degree from San Diego State University. Since taking on his role for the Channel Islands Association in 2005, Sal has incorporated his brand of leadership to create a harmonious and cooperative culture within the organization. He has implemented Program Management Teams, established fiscal discipline, and migrated the head office to a highly visible location in Santa Barbara. Sal identified gaps in service to the branches and created positions such as the Chief Operations Officer, Chief Financial Officer, Human Resources Director, Marketing Director, and Risk Manager. 

Chief Operations Officer - Margo Byrne

Margo’s career with the YMCA began in December 2000 as the Aquatics & Youth Programs Director with the Ventura Family YMCA. She graduated to Senior Director, then Associate Executive. In 2005 Margo was promoted to Executive Director where she worked with a group of dedicated volunteers to put business practices into place, develop and implement quality program standards, and restructure the staffing model of the Ventura Family YMCA, these practices resulted in the branch recovering from a challenging financial situation. Her expertise was then called upon to support the Lompoc Family YMCA during a challenging time.  Again working with a group of supportive and committed volunteers, business practices were implemented to increase member and staff satisfaction. 

In 2013 Margo moved into her current role as Chief Operating Officer for the Channel Islands YMCA Association where she supervises six Executive Directors of Membership Branches, and supports the operations for the entire association. Margo has been involved in a variety of task force groups with YUSA in the areas of healthy living and membership development.  She was recently chosen to participate in YUSA’s Leadership Symposium where she and 39 other thought leaders throughout the movement developed white papers focused on the health of our nation.

Prior to joining the Y, Margo was a Guest Lecturer at Missouri Southern State University, teaching Biomechanics, Motor Learning, Physiology of Exercise, Methods of Secondary and a variety of other courses. She held positions as Case Manager for Youth Services International, and Executive Director at Heartland Recreation, where she was the inaugural Executive Director responsible for hiring, training and managing all staff. While there, Margo implemented a wide variety of wellness and aquatics programs for youth, adults and seniors.

Byrne was enticed by the YMCA because of the Y’s dedication to lifelong wellness and overarching mission to strengthen the community. She is the first female COO of the Channel Islands Y and believes passionately in the work the Y does within the communities it serves in the area of youth development, healthy living and social responsibility.  

Margo received the Lynn Franklin Spirit of the Y award, and was selected for a Fellowship through the YMCA of the USA, Dialogue in Action Program and has been selected as one of the Top 50 Women in Business in Santa Barbara and Ventura Counties.

Director of Information Technology Services - Thomas Babcock

Thomas served as Network Administrator for the Santa Barbara Family YMCA for six years, and Network Support Specialist for the Channel Islands YMCA for nine years prior to his current position Director of IT Services. He manages the IT Department, maintains network and server infrastructure, and is responsible for system security, support and system-user training.

Prior to joining the Y, Thomas spent two years as Support Technician for the University of California Santa Barbara. He earned his AS degree in Information Technology from Santa Barbara City College in 2007 and a Bachelor of Science in Information Technology from Kaplan University.

During his time at Channel Islands YMCA, he managed a network upgrade, has implemented video conferencing services, and build an Intranet to increase communication flow and information sharing throughout the association.

Chief Financial Officer - Cindy Halstead, CPA

Before joining the Channel Islands YMCA, Cindy worked as an auditor for two large accounting firms; Ernst & Young, Los Angeles, and Deloitte & Touche in Oxnard, where she earned her CPA certification and developed her accounting and audit skills. During her career in public accounting, she gained insight into many different industries and later discovered a passion for nonprofit organizations.

In 1992 she joined the Channel Islands YMCA’s finance department. She was instrumental in restructuring the department and converting the organization to computerized operating and accounting systems. After many years as Controller, she became Chief Financial Officer in 2006.

Cindy has served as board treasurer for Girls Inc. of Carpinteria and treasurer for the board of the Foodbank of Santa Barbara County. While on the Foodbank board, she discovered she could use the governance and accounting experience learned at the Y to benefit other local nonprofit organizations.

Cindy has a Bachelor of Science degree in Accounting and a Master of Business Administration from California State University, Northridge. In addition to being a Certified Public Accountant, she holds the title of Chartered Global Management Accountant, and is a member of the AICPA and CalCPA.

Marketing and Communications Director - Tina Hernandez

Hired as the Marketing and Communications Director for the Channel Islands YMCA in 2013, Tina oversees marketing functions that touch the entire association. Upon joining the team, she reignited the marketing program management team, launched a website audit to help identify a strategy for online communications and leads the charge to implement a more efficient marketing structure to reduce expense and increase association-wide efficiencies.

Prior to her career with the YMCA, Tina served as the Marketing Manager and Call Center Supervisor for Pacific Oaks Federal Credit Union, where she handled and streamlined marketing processes, advertising, public relations, taught financial literacy classes to teens, and successfully implemented procedures, staffing structure, and reporting for a newly formed call center. Tina has ten additional years of management and marketing experience having owned and operated two restaurants.

As a board member of the Ventura Commerce and Education Foundation, she helped form Ventura City Corps, a youth volunteer organization and served on the board for over five years.

Tina has a Bachelor of Science degree in Recreation, Park and Tourism Administration, and Marketing from Western Illinois University.

Business Intelligence Analyst - Barbara Osuna

May 2001, Barbara joined the Channel Islands YMCA as the IT Manager. Prior to that, she held several Information Technology positions. She successfully completed two major system conversions and led a smaller migration project team. Her professional focus was primarily in the banking and telecom industries prior to her career shift to the nonprofit world.

During her tenure with Channel Islands, she has streamlined IT processes for the entire association, conducted research, data analysis and developed a system for customized reports on demand. In 2013, Barbara formed a team and served as project manager for a major system migration. While she specializes in software migration and project management, she also utilizes over 30 years of computer operations experience in training, programming, statistics, and metrics to lead the IT department. As a member of numerous task forces, Barbara has provided crucial expertise and technological-focused recommendations to major projects throughout for the association.  

Barbara holds an Associate of Science Degree in Computer Info Systems.

Chief Financial Development Officer - Jill Rode, CFRE

Joining Channel Islands YMCA in 2014, Jill brings more than 25 years of experience in fundraising and nonprofits to the YMCA. She has held positions such as Chief Development Officer of the American Red Cross Central Coast Region, Director of Development for the Santa Barbara Zoo, and Director of Development for the Santa Barbara Symphony.

Recognized by the Association of Fundraising Professionals as the Fundraiser of the Year in 2004, Jill has significant experience managing capital and endowment campaigns, major gifts, annual campaigns, special events, planned gifts, direct mail, corporate support and grants. Jill has a bachelor’s degree in biopsychology from the University of California, Santa Barbara, is a Certified Fund Raising Executive (CFRE).

In addition to her professional fundraising career, Jill has been a volunteer in the community, including serving as President of the Junior League of Santa Barbara and of the Association of Fundraising Professionals. She currently serves on the Sustainer Board of the Junior League, a volunteer at her daughter’s schools, and in National Charity League.

Director of Human Resources - Pam Swenson

September 1987, Pam was hired on with the YMCA as a Secretary, reporting to the Assistant to the President. After a temporary stint with the Santa Barbara Family YMCA as Campaign Secretary she became the Personnel Assistant in the Human Resources Department, launching her appreciation for HR. Over her career she has served as the Employee Benefits & Payroll Coordinator, Personnel Services Coordinator, Human Resources Manager and in 2006, took on her current position as Director of Human Resources. As Director, Pam oversees association-wide Human Resources, including employee relations, benefits and salary administration. 

During her time with the association she has developed a Vacation Cash-Out option where full-time employees can cash out some of their vacation hours when faced with a financial hardship or to help with the purchase of a home. She also created an HR clerk position that would give job experience to a participant in Youth & Family Services My Home Program. Pam has established a Supervisor Training for all new supervisors and has successfully overseen and completed at least five payroll conversions over the years.

All current human resources forms and policies were created or revised by Pam and she has served with each of the CEOs for the Channel Islands YMCA.

Pam earned a Bachelor of Science in Business Administration with an emphasis in Human Resources at the age of 50, graduating cum laude. She is SPHR (Senior Professional in Human Resources) Certified.
